The quick answer is no. Probably not the answer you expected, considering I'm a professional resume writer. The truth is, every jobseeker in the world could write their resume and cover letter if they had the time and interest to do such.
In fact, I sometimes wish they did! I would be out of a job; but then again, I wouldn't be at my desk until 3:00 a.m. trying to complete a project that I was too quick to promise in too short of a timeframe. A bad habit of mine, actually. <wink> My clients receive their projects the day I promise, just not always the time of day they expect. :/ Anyway, back to the question.
Should you hire a resume writer? The true essence of this question is to consider where your career is going and determine whether you want/need a professional resume writer to come along for the ride. "Hiring" a resume writer sounds too much like hiring a typist or a plumber, when actually it's more like obtaining the services of a career expert who is obsessed with your career and successes ... almost as much as you are. When was the last time you hired a plumber who was fixated on your pipes?
An off bit of humor, obviously, but truth be told, hiring a resume writer can be one of the smartest moves you make ... whether at the start of your career or when you're seeking a second career in your later years. My opinion, give it a shot. What do you have to lose ... more mediocre interview results from your current resume?
